Update - 8th October 2018
We’re pleased to announce that our proposals for a road improvement scheme on the A30 between Chiverton and Carland Cross have now been accepted by the Planning Inspectorate for formal examination.
This is an important milestone for the scheme as it signifies a huge step towards delivering improvements that will transform connectivity across Cornwall, while reducing congestion, improving safety and boosting the regional economy. We’ve produced a short summary of the key themes raised at our consultation earlier this year and our final proposals.
You can view this on our scheme webpage at www.highwaysengland.co.uk/A30Chiverton
We’ll also be holding a public drop-in event on 23 October at Truro College, from 2pm till 8pm where you’ll be able to view the documents that we submitted as part of our application to the Planning Inspectorate. You’ll also be able to meet the project team who will be on hand to explain the final proposals.
Update - 13th September 2018
We have submitted our development consent order for this scheme to the Planning Inspectorate. The application is now being considered and we will know whether it has been accepted for formal examination by 27 September 2018.
Update - July 4th 2018
I am pleased that so many local people participated in the recent consultation on the new A30. Following consultation, the scheme will now progress through the formal Planning Act 2008 process later this year.
Upgrading this stretch of the A30 will bring significant benefits for residents, businesses and visitors, cutting congestion and boosting the local economy. I discussed the plans with the Transport Secretary last week, during his visit to Cornwall, and I’m keen to ensure local residents fully understand the proposals and have their say. I would encourage people to take part in one of the live web chats or find out more at one of the upcoming shows.

Update - January 29th 2018
Highways England announced the preferred route for the £290 million improvement scheme, part of the Government’s £15 billion Road Investment Strategy, in July last year.
The improvement to the eight-mile stretch will help to improve journey times for residents, businesses and visitors, as well as unlocking one of the last bottlenecks in Cornwall.
Since the preferred route was announced, Highways England has been working with landowners along the route to develop the design of the scheme, the details of which will be announced from today (Monday 29 January 2018) when consultation is launched.
Josh Hodder, Project Manager for Highways England, said:
We recognise the strategic importance of improving this section of the A30 in helping to unlock economic growth in Cornwall and the whole of the region.
We look forward to sharing our progressed plans with local stakeholders, businesses and the community, full details are available from today, and we welcome all feedback during consultation.
The scheme offers a number of benefits to the area - as well as boosting the area’s economy, upgrading this stretch of the A30 is vital to improving motorists’ journeys, cutting congestion, improving safety and connecting local communities.
After the opening of the Cornwall Council-led A30 Temple to Higher Carblake dualling scheme last summer, Highways England is proposing to upgrade the eight-mile Chiverton to Carland Cross section, which will offer drivers more than 100 miles of dual carriageway between the M5 and Camborne in Cornwall.
The cost of developing the scheme is being partly funded by an £8 million contribution from the European Regional Development Fund, with an additional £12 million for the construction phase. The remainder of the cost of developing and delivering the scheme will be funded by central Government.
Cllr Geoff Brown, Portfolio Holder for Transport at Cornwall Council added:
I welcome this next step and the further consultation with communities. The scheme will help to improve journey times for local people, businesses and visitors and we know from previous public engagement that there is strong support locally to improve this stretch of the A30.
This project will build upon the excellent working relationship that we have with Highways England and I encourage people to take this opportunity to view the proposals and discuss them with the Highways England design team.
Public consultation events will offer people the chance to see detailed plans of the scheme, including junction and slip road access, roundabout and bridge designs, and meet with members of the project team. Information will also be available to view at local information points.
Full details of the scheme and information on the consultation events and information points can be found on the dedicated consultation webpage.
Following consultation, the scheme will then progress through the formal planning process and, subject to statutory approval under the 2008 Planning Act and the Secretary of State, construction is planned to start in spring 2020.

Update - April 21st 2017
I am pleased to update you with the second edition of Highways England's A30 Chiverton to Carland Cross Improvement Scheme newsletter. (Please see attachment at the bottom of this page).
Update - October 15th 2016
I was delighted to join Highways England, Cornwall Council Highways team and local people at the first day of public consultations on the new section of the A30 between Carland Cross and Chiverton Cross. I am pleased that the proposals include keeping the existing A30 and building a new section of dual carriageway nearby. Following the current consultations, I am sure improvements will need to be made before the final road scheme is agreed. I understand that people along route will have lots of questions and I encourage them to engage fully with the Highways England project team.
I worked hard to help secure the funding for this important road improvement and am determined to see work start in 2020. It's important to get it right but it's also important to maintain momentum. As Cornwall Council is allocating land around Truro, Newquay & St Austell for considerable numbers of new homes, work and retail spaces, ensuring we have the right transport infrastructure is essential.
Alongside this significant investment in our road infrastructure, I continue to press for more investment in our rail services. Last week, Network Rail published its plans to improve the resilience of our main line and future proof the track near Dawlish. I will be doing everything I can to secure the necessary investment.
Update - October 7th 2016
Local residents are urged to have their say on the A30 Chiverton to Carland Cross improvement scheme in Cornwall during a series of consultation events this month.
A consultation is being held on plans to transform the single carriageway between Chiverton Cross and Carland Cross – one of the last bottlenecks in Cornwall – into a dual carriageway.
The improvement to the 8.7-mile stretch is part of a £2 billion package to turn the A303/A30A358 corridor into an expressway to the south west.
The upgrade of the Temple to Higher Carblake section of the A30 is due to be completed in spring 2017 and by improving the A30 between Chiverton and Carland Cross, Highways England will be working in partnership with Cornwall Council on a second joint project as part of the Government’s £15 billion investment into roads.
Andrew Page-Dove, Highways England's South West Regional Director, said: “We are delivering the biggest investment in our roads in a generation.
“Improving this stretch of the A30 is vital to improving motorists’ journeys, cutting congestion and helping unlock economic growth.”
The European Regional Development Fund is contributing £8 million to the £280 million scheme, which is also supported by Cornwall County Council (CCC).
Nigel Blackler, Head of Cornwall Council's Strategy, Economy, Enterprise and Environment Directorate, added: “We welcome this scheme as it will help to improve journey times for both residents, businesses and visitors. We know from asking the public during the engagement exercise in March last year that there is already strong support to improve this stretch of the A30.
“We hope that people will take part in this next stage where they can view, discuss and help influence the proposals so that a preferred route can be progressed. We will continue to work in partnership in Highways England on this scheme and look forward to construction starting in early 2020.”
The consultation runs between 15 October and 25 November.
Public exhibitions will be staged at the following locations:
• St Erme Community Centre, Trispen on Saturday, 15 October (10am-5pm)
• Shortlanesend Village Hall on Wednesday, 19 October (10am-8pm)
• Blackwater Primary School on Thursday, 20 October (4.30pm-8pm).
The consultation will be supported online and at information points at Truro, St Agnes and Perranporth libraries and Cornwall Council’s County Hall at Truro.
Following the consultation, the preferred route will be revealed next spring.
During the public consultation, more details and a questionnaire will also be available at www.highways.gov.uk/A30Chiverton-to-CarlandCross
